Title IX, Part A: Florida McKinney-Vento Program

The Florida McKinney-Vento Program, operating under Title IX, Part A of the Every Student Succeeds Act (ESSA), is dedicated to ensuring that children and youth experiencing homelessness have equal access to a free, appropriate public education. This includes children living in shelters, motels, vehicles, campgrounds, or temporarily residing with others due to loss of housing. The program mandates that these students can enroll and attend school without delay, even if they lack typically required documents such as proof of residency or immunization records. Additionally, it ensures their participation in school programs and services for which they are eligible, without segregation from the mainstream school environment.

Under the McKinney-Vento Act, students have the right to continue attending their school of origin if it's in their best interest, with transportation provided upon request. They are also entitled to immediate enrollment in the school zoned for their temporary residence. The program emphasizes the importance of removing barriers to enrollment and success, ensuring that homeless students receive the support necessary to meet challenging academic standards. Florida school districts are tasked with identifying these students and facilitating their access to educational opportunities, reinforcing the state's commitment to educational equity for all students.
